1) Application
You have to pay a second home tax if you are registered as living in two different places within Germany, one being your primary residency, e.g. Cologne and the second one being your secondary residence, e.g. in Magdeburg.
The second home tax is only levied in Magdeburg and not in Wernigerode and Halberstadt. Whether you are affected by the tax depends on the registration of your residence in Magdeburg (as your main or secondary residence).

The accommodation tutors help with the daily life. They provide help and support in solving everyday problems and can mediate between the accommodation department, the caretakers and the tenants.
In Magdeburg is a student organisation called InterKultiTreff (IKT) in dorm 9. IKUS is an intercultural student organization that brings international and German students together and uses the rooms of the IKT. Among other things, they organize Parties, intercultural country evenings, film evenings and trips.
Movings within a dormitory or to another dormitory can be processed on request. A move can only take place if the tenant has received a changed contract and the move certificate. A service fee will be charged.
Movings have to be completed within 2 working days. If this period is exceeded or the rental item is not returned properly, a usage fee will be charged for the period of withholding the rental item, usually 1/30 of the rent per day.
Moving in and moving out must take place during the caretaker’s office hours from Monday to Friday. If the rental starts on a Saturday, Sunday or public holiday, moving in or moving out is only possible on the following working day.
Any (even partial) subletting or transfer of use of the rental space to third parties is strictly prohibited. The same applies to the admission of third parties into the rooms occupied by the tenant.
Upon written request, the tenant can, in justified exceptional cases and with the prior written consent of the landlord, leave the rented rooms to a third party.
The third party has to be named to the accommodation administration during his temporary absence from the university and must meet the criteria to live in a dormitory (has to be a student).
The obligations from the rental agreement remain with the main tenant. In addition, the named third party must acknowledge all conditions from the rental agreement and the general rental conditions for the student dormitories of the Studentenwerk by written declaration.
You are responsible for insuring your personal property on your own. Check if you have a co-insurance with your parents otherwise you have to take your own household insurance. Please inquire early so that you are covered in the event of a possible damage. Bicycles are usually not covered by household insurance. Ask your insurer.
